JCLEC Launches Gender-Based Training Monitoring & Evaluation Guidelines to Strengthen Global Accountability and Cooperation

JCLEC has officially launched the Monitoring and Evaluation (M&E) Guidelines for Gender-Based Training Through a Cooperation-Enhancement Strategy.

Semarang, Indonesia — The Jakarta Centre for Law Enforcement Cooperation (JCLEC) has officially launched the Monitoring and Evaluation (M&E) Guidelines for Gender-Based Training Through a Cooperation-Enhancement Strategy, marking a significant milestone in strengthening accountability and advancing gender-responsive capacity-building for law enforcement institutions across Indonesia and the region.

Developed jointly by the JCLEC Capacity Development Team and the Kartini Adviser Board (KAB), the Guidelines provides a standardized, evidence-based framework to ensure that training programs at JCLEC are inclusive, measurable, and aligned with international best practices. It outlines clear roles and responsibilities, coordination mechanisms, and data-driven approaches to assess both training outputs and real-world impact.

The Guidelines incorporates multi-level feedback—captured from alumni, supervisors, colleagues, and subordinates—ensuring that gender-based training outcomes are objectively evaluated and contribute to institutional improvement. It also reinforces JCLEC’s commitment to promoting equal access and benefits for both men and women in law enforcement.

As part of its implementation, JCLEC will convene the Monitoring and Evaluation Kartini Series 2023–2025: Gender Training from 9–11 December 2025 at JCLEC, Semarang. The event will bring together representatives from 26 Regional Police Offices (Polda) and four Indonesian National Police Headquarters units, as well as international partners from Australia, Canada, and the United Kingdom. The forum will utilize M&E instruments distributed via surveymonkey.com and will highlight best practices, lessons learned, and gender-responsive action plans.

With the launch of this Guidelines, JCLEC aims to strengthen regional cooperation, enhance accountability, and support the professional development of law enforcement personnel in Indonesia and beyond.
