The purpose of the visit was to provide Commissioner Kershaw and the delegation with an understanding of how JCLEC is fostering international law enforcement cooperation through the facility. This visit also coincided with the JCLEC Annual Board of Patrons (BoP) meeting and the JCLEC 20-year anniversary dinner, which were also attended by the Commissioner and his delegation.
The delegation moved to the auditorium where an introduction to the Semarang facility, and a ‘virtual tour’ was conducted. This presentation provided an overview of JCLEC and how it has changed over the last 20 years. It detailed JCLEC’s origins, all the important growth milestones, as well as information about the construction of important infrastructure, visits by influential domestic and international dignitaries, and the modernization of the learning technology that has JCLEC at the forefront of training and activity delivery around the world.
AFP JCLEC Commander Danny Caruana then delivered a presentation on the ongoing projects and strategic initiatives that JCLEC were driving and how these supplemented the AFP International strategy and JCLEC’s growth into the future. Commander Caruana also explained JCLEC’s vision, and how these strategies will position JCLEC well for future growth and influence in the Southeast Asian region.

As an example of how interagency and international cooperation were at the forefront of JCLEC’s training and activity delivery, Royal Canadian Mounted Police Superintendent Ryan Mitchell, Director of Indo-Pacific Capacity Building, delivered a presentation to the delegation. He reinforced the RCMP commitment to JCLEC and the importance the Foundation play in helping deliver critical training and collaboration opportunities for international sponsors in the Southeast Asian region. He gave an important insight into how the Canadian Government and the RCMP plan to expand their collaborative influence with other strategic sponsors into the future, and how these collaborative opportunities were important for Canada, their strategic partners, and for the future of JCLEC.
JCLEC Head of Education and Training Support (HETS), Federal Agent Ben Condon gave a presentation on the origins of the JCLEC flagship ‘Kartini’ series and its continuing importance to the Foundation and to women in law enforcement in Indonesia. The presentation focused on how the Kartini series had grown from a ‘locally’ developed initiative for JCLEC staff, to one that is now delivering practical training on gender issues and women’s empowerment to many institutions within the Indonesian Government and throughout Southeast Asia region. Federal Agent Condon also provided insight into JCLEC’s vision for the Kartini series and how many of JCLEC’s international sponsors have committed to providing experts and funding for continued programs into the future.
The visit then included a guided tour of JCLEC’s facilities, offering Commissioner Kershaw and the delegation a closer look at the comprehensive training resources available at JCLEC. It included visits to the Computer-Based Training (CBT) Room, the KERIS ‘immersive learning’ facility, and the various levels of accommodation on offer at JCLEC.
The visit concluded with Commissioner Kershaw participating in a tree planting ceremony in the formal garden area of JCLEC. At this ceremony Commissioner Kersha commended JCLEC management and the staff for the condition and the smooth running of the facility. As one of the founding agencies of JCLEC, he reiterated the AFP’s commitment to supporting JCLEC’s goals of driving international collaboration amongst law enforcement agencies throughout Southeast Asia.
The visit of AFP Commissioner Reece Kershaw to JCLEC was a resounding success. Through strategic discussions, facility tours, and the symbolic tree planting ceremony, the visit highlighted the shared commitment to global security and environmental sustainability between the AFP, the INP and JCLEC. As the day drew to a close, both JCLEC and AFP reaffirmed their dedication to fostering cooperation and building a safer, more sustainable future for all.
The visit concluded with Commissioner Kershaw and his delegation departing from JCLEC, leaving behind a legacy of strengthened ties and a shared vision for the future of international law enforcement collaboration.
